As Kirkpatrick (development economics, U. of Manchester, UK) and Parker (privatization and regulation, Cranfield U., UK) explain in their introduction, regulatory impact assessment is a method of policy analysis intended to assist policy-makers in the design, implementation, and monitoring of improvements to regulatory systems by providing a methodology for assessing the likely consequences of proposed regulation and the actual consequences of existing regulation. In this work, they present 13 papers intended to provide a comprehensive account of the principles and practice of regulatory impact assessment. Following chapters discussing indicators of regulatory quality and measurement of quality and performance, the bulk of the contributions consist of case studies of regulatory impact assessment by the European Commission and in the UK, Australia, Sri Lanka, East Africa, Mexico, and South East Europe.
