Alexander (director, International Center for Terrorism Studies, Potomac Institute) and Kraft (a counterterrorism consultant and writer who has worked for the State Department, the National Defense U., and elsewhere) present a three-volume collection of government documents, speeches, and testimonies providing evidence on the evolution of US counterterrorism policy. The material is largely concerned with the post-September 11th era, however some general material is provided from the Nixon administration onward. The pre-September 11th materials also include statements and testimonies from various Secretaries of Defense and State, Attorneys General, Department of State Coordinators for Counterterrorism, and Directors of the CIA and the FBI. US policy post-September 11th is first addressed with excerpts of speeches and remarks by George W. Bush, Dick Cheney, Colin Powell, Condoleeza Rice, three Bush administration Department of State Coordinators for Counterterrorism, Donald Rumsfeld, John Ashcroft, Alberto Gonzales, Tom Ridge, and Michael Chertoff--materials which take up about the final third of the first volume and the first half of the second. The remaining documents are included in a section on counterterrorism by topics and issues. These topics and issues include threats, intelligence, Iraq, legislation, law enforcement by the FBI, finances, homeland security, hostages, counterterrorism programs, international cooperation by region, and key documents. The key documents include presidential strategy papers, commission reports, United Nations Security Council resolutions and conventions, presidential executive orders, executive branch directives and reports, State Department annual terrorism reports to Congress, and international government statements. With a few exceptions, these latter materials also pertain almost exclusively to the policy activities and perspectives of the George W. Bush administration. Much of the material has been heavily excerpted to avoid redundancy and to maintain relevancy where speeches may have dealt with matters not pertaining to terrorism or counterterrorism.
