Aiming to "encourage the development of learning organizations among national security professionals by examining what we currently know about the strategic application of hard and soft power in countering the sources and facilitators of terrorism," Forest (terrorism studies, United States Military Academy at West Point) presents a three-volume set of some 60 thematic essays and case studies summarizing existing knowledge in the field of counterterrorism and counterinsurgency, largely from the perspective of the industrialized democracies. The first volume addresses strategic and tactical concerns, including the strategic goals of terrorism, developing counterterrorism policies in a liberal democracy, interagency cooperation, research and development programs, the use of military contractors, the use of SWAT (special weapons and tactical) squads domestically, public diplomacy and ideology, information and psychological operations, intelligence coordination, and surveillance. The next volume examines the "sources and facilitators of political violence," including state sponsors of terrorism, authoritarian regimes, criminal networks, and border insecurity. Case studies of terrorist attacks and counterterrorism operations open the third volume, including discussions of the Achille Lauro hijacking, the first attack on New York's World Trade Center, insurgent activity in Chechnya, the bombing of the Oklahoma City federal building, the recent terrorist bombings in the capital cities of Spain and the United Kingdom, and the attack on the USS Cole. The set concludes with case studies of state responses to terrorism and insurgency in Sri Lanka, West Germany, Latin America, Chechnya, Italy, Lebanon, Turkey, Israel, Syria, Egypt, the Philippines, Uzbekistan, India, Nepal, Japan, and the United States.
