Trade negotiations are not the answer, judging from the largely failed attempts in Seattle and Doha. What else is left for developing nations to use in their efforts to achieve equity and to be competitive in world markets? Kariyawasam (information technology, media and e-commerce law, U. of Essex) believes they must take a multidisciplinary approach that combines e-commerce with leading-edge technologies and international economic law and develop strategies that take advantage of digital markets already operating in developed nations. He examines the causes and effects of the current "digital divide" between developed and developing nations and the regulatory framework that is largely responsible, proposes new theories that promote equity in regulation, shows how developing nations can use this theory to encourage technology transfer to themselves, and how both developed and developing nations can engineer tariffs and taxes to create mutual benefit.
