A "learning region" can be described as an economic geography of rationality and collective action and often describes a regional technological production system. Such locales, virtual or physical, have a particular competitive advantage and group of highly involved actors. They have become prominent within globalization and, oddly enough, have reinforced regional differences. This collection of 13 articles on the phenomenon and how it works includes comparisons of learning regions in France, Italy and the US and the efforts of developing and developed nations to create regions to their own advantage, ways of thinking of industrial districts as learning regions, and the influence of learning regions on institutions, innovation and regional renewal. A series of articles describes the anatomy of learning regions, how they become competitive and how they form networks, while others link learning regions to social capital and innovations in present and future business and trade policy.
