RG 104 consists of valuation reports for both the W&OD Railroad line and the Rosslyn Connecting Railroad Company. The commercial appraisal of the W&OD line was undertaken in 1961 by R.L.Banks and Associates, transportation consultants, to determine the fair cash market value of the 46.4 miles of W&OD track between Potomac Yards and Purcellville. The Rosslyn Connecting Railroad valuation was undertaken to determine the amount of compensation to provide when taking the property for use in I-66 construction. The collection includes the valuation reports with numerous photographs and also correspondence and supporting documentation. The Virginia Department of Highways and the Interstate Commerce Commission were integrally involved wtih both these projects.

The W&OD began as the successor to the Great Falls and Old Dominion Railroad (GF&OD). The GF&OD carried DC Metropolitan area residents on day excursions to Grreat Falls. Along with the Great Falls line, the W&OD acquired a fifty-year lease from Southern Railway for the old steam line from Alexandria to Bluemont and the three-mile connector between the two lines. The Virginia Department of Highways and the Bureau of Public Roads calculated that using the railroad property for I-66 through Falls Church would save $5.4 million dollars. The opposition to this petition argued that the lack of a railroad in Northern Virginia would stifle industrial development. In 1969, the government granted the adandonment petition.
