Like its predecessor, The Economic Impacts of Terrorist Attacks, this volume comes out of the work of the Center for Risk and Economic Analysis of Terrorism, located at the U. of Southern California and sponsored by the Department of Homeland Security. The editors (all of the School of Policy, Planning and Development at the U. of Southern California) present 16 papers dedicated to risk assessment and economic modeling as applied to the threat of terrorism. The volume contains an empirical analysis of the Terrorism Risk Insurance Act and a broad overview of terrorism policies. In a section on security, the reader will find discussion of cost-effective risk management approaches to urban terrorism, optimal inspection strategies for Coast Guard operations, and risk management at the National Park Service. Papers also address macroeconomic, sectoral, and spatial impacts of terrorism, specifically estimates of indirect economic impacts of a food terrorism event, simulation of the state by state effects of attacks on three major US ports, and the national and interregional economic impact of attacks on major US theme parks. A final set of papers look at the electric power sector and include treatments of cost-benefit analysis of prevention of worst-case electricity scenarios, risks and economic costs of a terrorist attack on the electrical system, and two-sided electricity markets as self-healing systems.
