Arguing that Russia is not merely authoritarian but in fact a full-blown dictatorship, Ostrow (political science, Benedictine U. in the US), Satarov (a former advisor to Boris Yeltsin and current president of Information for Democracy Foundation, a Russian think tank), and Khakamada (a former Russian Duma deputy who is currently a member of The Other Russia coalition) set out to explain the political choices that allowed the emergence of dictatorship. They argue that Boris Yeltsin did not do enough to try to democratize existing political institutions, manipulated the constitutional process in order to create too strong a presidency and too weak a legislature, allowed corruption and criminality on the part of "the oligarchs" into the political system, and anti-democratically anointed Vladimir Putin (the former head of the KGB) as his successor.
