RG 37 is arranged into ten subgroups. Subgroups one through seven cover the major issues of noise abatement, the scatter plan (dispersal of flight paths), planning, policy, safety, regional control, and the Metropolitan Washington Airports Authority (MWAA). Materials include correspondence, minutes, newsletters, bulletins, and testimony from various organizations, the transfer bill for National and Dulles, and MWAA documents. Subgroup eight includes newspaper clippings, pamphlets, ephemera and handwritten notes. Subgroups nine and ten consist of reports.

RG 37 contains a partial history of Ronald Reagan Washington National Airport and Washington Dulles International airport. Environmental impact, planning and operations, administrative policy and safety are the terms of reference. The records include materials from National and local governments, and from citizens and civic organizations. Aircraft noise around National Airport represents the issue with the most material. Noise monitoring in surrounding communities, scattering flight paths into and out of National and reducing the number of flights are among the topics. In the safety subgroup are two reports on the Air Florida crash into the 14th Street Bridge in 1982. Regional transportation planing, aiport expansion and regional control of National and Dulles are also covered.
