Arlington County Proclamation ceremony celebrating the beginning of 1995 Hispanic Heritage Month. The broadcast includes remarks from Hispanic & non-Hispanic community members, as well as a musical performance. Keynote speaker, Gloria Gutierrez discusses the theme of this month, "Images of Yesterday" and emphasizes the historical and present resillence of Hispanic people. Gutierrez also discusses the hypocrisy of anti-Hispanic discrimination.
